The House Democrat tapped to chair the new climate change panel previewed her first big legislative pushes, and it’s not the “Green New Deal” being pushed by the progressive wing of her party.

The Select Committee on the Climate Crisis will push for legislation on fuel economy standards “right off the bat,” the chairwoman, Florida Rep. Kathy Castor, said in an interview published Thursday.

“Right off the bat, we will tackle fuel economy standards, make sure the Commerce Committee and the (Transportation and Infrastructure Committee) are focused on that,” Castor told USA Today.

“The Financial Services Committee has to do a flood insurance reform bill. We will be involved in that as well,” Castor said.

Castor’s likely goal is to shepherd legislation to undo the Trump administration’s rolling back of Obama-era fuel economy standards that were meant to cut carbon dioxide emissions. Flood insurance reform is a goal of Democrats worried about damaging sea level rise.

House Speaker Nancy Pelosi announced the creation of a special House climate committee in December. The committee doesn’t have the authority to introduce legislation or issue subpoenas, much to the chagrin of “Green New Deal” supporters.

More than 40 House Democrats back the “Green New Deal” championed by New York Democratic Rep. Alexandria Ocasio-Cortez, which calls for a climate committee to draft sweeping climate legislation.

That committee would be responsible for drafting legislation to move the U.S. to 100 percent renewable energy over a 10-year period and put in place a slew of social welfare programs, including universal health care and job guarantees.

Ocasio-Cortez proposed financing her climate agenda by raising top marginal tax rates as high as 70 percent, but even substantially higher income taxes wouldn’t likely yield the trillions of dollars needed to finance a Green New Deal.

Environmentalists, Democratic influencers and 2020 presidential hopefuls, including Vermont Independent Sen. Bernie Sanders and New Jersey Democratic Sen. Cory Booker, support the Green New Deal proposal.

However, not all Democrats support the Green New Deal, including New Jersey Rep. Frank Pallone, chairman of the House Committee on Energy and Commerce.

Pallone and other committee chairs worry a Green New Deal panel would only delay getting climate legislation to the floor. Pallone also questioned whether or not the ultimate goal of the Green New Deal — a 100 percent renewable-powered economy — is even feasible.

“This is something that we should take a look at, but some of it may not be technologically or politically feasible,” Pallone said in a radio interview Tuesday.

“I don’t want to just lay a groundwork for something that might happen in five or ten years and just talk about it. I want to actually get things done,” Pallone said. “So we kind of have to convince them to take some action on climate even though they may deny it.”

Joe Neguse of Colorado, a freshman member of the House Judiciary Committee, told constituents that the panel will likely investigate Justice Brett Kavanaugh for perjury. “There’s no question [Kavanaugh] committed perjury during the confirmation hearings and so forth,” Neguse said when asked if the justice might be impeached. “I think the Judiciary Committee is likely to take that up.” A conservative opposition research group obtained and disseminated video of Neguse’s comments. The congressman was not specific as to which of Kavanaugh’s statements might rise to the level of perjury. Democrats have put forward various theories as to how Kavanaugh misled the Senate Judiciary Committee during his confirmation hearings: one theory, which NBC News advanced, held that he lied concerning when he first learned about the allegations of Deborah Ramirez, a Yale classmate who accused Kavanaugh of drunkenly exposing himself to her at a party. In response to questions from lawmakers during his second confirmation hearing, Kavanaugh said he first learned of Ramirez’s claims from the New Yorker, the venue in which her story appeared. NBC subsequently recovered text messages revealing that the justice and his allies were discussing Ramirez’s allegations before the story’s publication, prompting charges of perjury. However, Kavanaugh told Senate investigators before the hearing that he learned Ramirez was searching for witnesses to corroborate her story well in advance the New Yorker story’s publication, thereby belying the perjury charges. The NBC report was stealth edited, and a correction was never issued. Other theories suppose that the justice lied about the contents of his high school yearbook or hid his complicity with a White House staffer who stole strategy memos from Senate Democrats during his service in the George W. Bush administration. Neither of those propositions has been substantiated. Requests for comment from the congressman’s office went unanswered. Kavanaugh has kept a low profile since joining the high court in October 2018. Though the justices often teach in law schools or speak to various professional groups when the Court is not hearing cases, Kavanaugh’s schedule of public engagements appears rather thin. Similarly, his maneuvers on the Court reflect a sense of caution: he joined Chief Justice John Roberts and the liberal bloc to keep the Court out of controversies relating to abortion and the census, while his style at oral argument is deferential and inconspicuous. Democratic U.S. Rep. Jerry Nadler of New York, the new chair of the Judiciary Committee, was overheard discussing a prospective Kavanaugh impeachment at some length on board the Acela train to Washington, D.C. just days after the midterm elections.       By Chris White - Blue-dog Democratic lawmakers are wincing as the leaders of their party continue adopting measures that some believe could be perceived as anti-business in states dominated by Republicans. Democrats are haggling over how far to push climate change policies at a time when President Donald Trump is dominating American politics. Liberals are wanting to push the envelope, but moderate Democrats are blanching. Democratic Rep. Henry Cuellar of Texas, who co-chairs the centrist Blue Dog Coalition, told reporters that he will talk with Energy and Commerce Chairman Frank Pallone, a New Jersey Democrat, about the direction and scale of climate legislation. Cuellar’s concerns come after House Speaker Nancy Pelosi announced Thursday a new panel to address climate change. “We must … face the existential threat of our time: the climate crisis,” Pelosi, a California Democrat, said in her opening address to Congress. “The entire Congress must work to put an end to the inaction and denial of science that threaten the planet and the future.” The new panel is called the “Select Committee on the Climate Crisis” and focuses on ending fossil fuels. Cuellar is objecting. “We’ve got to find a way that we can accommodate our goals and not be seen as anti-business,” he said. “A lot of the oil-and-gas state folks feel the same way.” Meanwhile, many of the progressives leading the charge were dismayed that the panel’s final structure did not require Democratic members to swear off campaign contributions from fossil fuel companies. They are also upset that the committee is in a purely advisory role. “This committee is toothless and weaker than the first Climate Select Committee from a decade ago, and it does not get us meaningfully closer to solving the climate crisis or fixing our broken economy,” Varshini Prakash, a spokeswoman for the Sunrise Movement, said in a statement. Newly elected Rep. Alexandria Ocasio-Cortez of New York is one of the biggest proponents of the mission to force Democrats toward a more anti-fossil fuel message. Her strident objection to energy production does not appear to be winning her many converts among the middle-class union workers. Terry O’Sullivan, general president of the Laborers’ International Union of North America (LIUNA), took issue with her anti-oil mission during a phone conference in December. “To me the Green New Deal is just a regurgitation of the keep it in the ground movement,” he said during the Dec. 18 call, referring to the so-called Green New Deal, an environmental push by Ocasio-Cortez. “What I’ve seen so far I’m not that impressed with.
