France is pushing the European Union to adopt a new tax on big tech companies, but, if unsuccessful, is willing to implement the tax itself, the Financial Times reports.

“We will do it at a national level in 2019, we will tax the digital giants if European states do not take responsibility,” French finance minister Bruno Le Maire said according to the Financial Times.

French president Emmanuel Macron wants the tax to be in place by May 2019 before European elections begin. Macron is under intense pressure in France to strongarm corporations to placate an angry middle-class that had protested against the French government for over two weeks over a proposed gas tax hike. Macron scrapped the tax hike Wednesday.

A tax on tech would also fulfill one Macron’s policy objectives and provide more revenue to the French treasury.

“If you want to get money … I’ll tell you where there is money. It is in the digital giants that make considerable profits thanks to French consumers, thanks to the French market,” Le Maire said.

The “yellow vest” protest, so called after the yellow traffic vests protesters wear, has gained widespread support throughout France that has troubled French officials. Protests are common occurrences in the country, but a protest on par with the yellow vest movement has not occurred in France for decades.

Rioters in Paris have set buildings on fire, tipped over cars and damaged artwork. Protesters have fought police dressed in riot gear, resulting in hundreds of injured. Most of the French populace, though they support the protest against tax hikes, disapprove of the violence that has largely taken place in the capital city.

Mitchell - Anyone who doubts whether the world is once again immersed in great power competition should read the 2019 China Military Power Report released today by the Defense Intelligence Agency. The 140-page booklet explains China’s strategy and its efforts to supplant the United States and impose its rules on the international order. In a preface to the report, Army Lt. Gen. Robert P. Ashley, the DIA director, said that as China grows in strength and confidence, it will insist on “having a greater voice in global interactions, which at times may be antithetical to U.S. interests.” It’s modeled after the Reagan era’s Soviet Military Power series, and it uses the words of Chinese leaders and publications to make its case. It also details Chinese strategy and the history behind it. The report looks at China’s goals, detailing changes in the structures and commands in the People’s Liberation Army. It also looks at military modernization and the underlying goals of Chinese leaders. It serves as a primer for what the U.S. military must counter and where American money would best be spent. “With a deeper understanding of the military might behind Chinese economic and diplomatic efforts,” Ashley continued, “we can provide our own national political, economic, and military leaders the widest range of options for choosing when to counter, when to encourage, and when to join with China in actions around the world.” China refers to its military strategy as “active defense” which uses offensive actions if the government believes that an enemy may do something against the interests of China, even if the adversary takes no offensive action. Believing this modernization is needed for the country to achieve great power status, Chinese leaders are investing in capabilities across all domains of warfare. What it does with this new-found power is what concerns U.S. and allied leaders. China could impose its will in the region in Asia and around the globe. China’s threat matrix is not limited to global powers. In fact, its own internal reports list small local countries as primary threats: Border Disputes Investment and Modernization China began seriously investing in its military in 2000 and increased its spending by 10% per year until 2016 when it slowed to 5-to-7-percent growth. It is estimated that China spent more than $200 Billion on defense in 2018 which is a three-fold increase since 2002. The Chinese army, the PLA, and navy, the PLAN, are working to enhance their capability to project power globally. Transport aircraft from Russia and the first Chinese aircraft carrier will go a long way to allowing Beijing to move troops, supplies and equipment around the world. China’s carrier performed sea trials in 2018 and is expected to go into service in 2019. Counterspace China has a significant space presence including communications and intelligence satellites and now it is investing serious resources into anti-satellite weaponry. Conclusion China is investing vast sums of money and tremendous resources into modernizing its army and navy. While still years away from being able deploy a massive conventional force across the globe, it is a regional military superpower with significant conventional, nuclear, and space-based assets. China will use its capabilities to push disputed borders further out, reunify Taiwan with the mainland and increase its presence in the South China sea and Indian Ocean. Beijing will also continue its New Silk Road Belt and Road initiative to build ports for less-fortunate countries while indebting those nations to China.     • California’s Largest Utility Plans Bankruptcy As CEO Makes For The Exit

      By Tim Pearce - Geisha Williams is stepping down as the CEO of PG&E Corp., the largest utility in the U.S., while potential liability over recent California wildfires drives the company into bankruptcy. PG&E announced Williams’s departure Sunday and its plans to file for Chapter 11 bankruptcy a day later. Investigators found that the power utility had caused 17 major wildfires in 2017, and evidence suggests the company may be responsible for others in 2018 as well, The Wall Street Journal reports. PG&E’s general counsel John Simon will serve as interim CEO until the board of directors finds a new head. The California Public Utilities Commission is considering breaking up the power company. “While we are making progress as a company in safety and other areas, the board recognizes the tremendous challenges PG&E continues to face,” PG&E board chairman Richard Kelly said in a statement Sunday, according to WSJ. “Our search [for a new CEO] is focused on extensive operational and safety expertise, and the Board is committed to further change at PG&E.” The company will file for bankruptcy around Jan. 29, giving its employees a 15-day notice in line with California law, Reuters reports. The PG&E board of directors is pushing Williams out as CEO over fallout from the company’s liability in sparking deadly wildfires across California. The Camp Fire, the most deadly and destructive fire in state history, has yet to be assigned an official cause, but PG&E reporting having an equipment malfunction near the spot around the same time the fire ignited. The Camp Fire killed 86 people and all but destroyed the town of Paradise. California’s wildfires in 2017 and 2018 will likely cost tens of billions of dollars. Just two 2018 wildfires, the Camp and Woolsey fires, are estimated to have done $8.6 billion in damage. The company has about $1.5 billion in cash heading into bankruptcy and is negotiating with lenders to get about $5.5 billion more in debtor-in-possession financing to stay in business and continue providing power and gas to millions of Californians, according to Reuters. The company does not expect bankruptcy to interfere with providing its customers with power and other services, the company said in a statement Monday.       By Hanna Bogorowski - National Security Advisor John Bolton appeared to contradict the White House Sunday when he said that the United States withdrawal from Syria would not be immediate, but the Pentagon announced Thursday that without receiving any new direction, they’re moving forward with the mission. “Timetables or the timing of the withdrawal occurs as a result of the fulfillment of the conditions and the establishment of the circumstances that we want to see,” Bolton said Sunday, which struck a different tone than the Dec. 19 announcement White House press secretary Sarah Sanders made, in which she said the U.S. had already begun pulling American troops. Defense officials in the Pentagon told The Wall Street Journal that they haven’t received any new directives, and until they do, will move forward with the original withdrawal plans. “Nothing has changed,” an anonymous defense official said. “We don’t take orders from Bolton.” American troops sent to help with the pullout are reportedly already in the region, specifically in Kuwait and the al-Asad air base in Iraq. President Donald Trump confirmed a Syria withdrawal Sunday, but shifted slightly on the timing, saying “we won’t be finally pulled out until [the Islamic State] is gone.” The fate of U.S. troops in Syria was further muddled Tuesday when Turkish President Recep Erdogan said Bolton made a “grave mistake” when he demanded Turkey pledge protection of the American supported Kurdish fighters. “It is not possible for us to swallow the message Bolton gave from Israel,” Erdogan said in the Turkish Parliament after refusing to meet with Bolton on his visit to Turkey. Secretary of State Mike Pompeo pushed back on reports that the administration was contradicting itself Thursday on a trip to Cairo, Egypt, saying “there’s no contradiction whatsoever.” “This is a story made up by the media. That’s fine, you all write what you like, but the President’s been very clear, and Bolton and I have been very clear about this too, that the threat from radical Islamic terrorism is real,” Pompeo said.       By Evie Fordham - Air travelers could see growing airport security lines as Transportation Security Administration screeners consider calling in sick next week if the government shutdown lasts long enough to affect their pay. Workers calling in sick have had “a minimal impact on operations,” TSA spokesperson Michael Bilello told The Wall Street Journal. But that could change if Congress and the White House are unable to come to an agreement that reopens the government as President Donald Trump continues to demand funding for a southern border wall. There are conflicting reports about whether enough TSA workers have started calling in sick to significantly slow down security lines. More than 5 percent of TSA employees at Dallas/Fort Worth International Airport called in sick Friday compared to the typical 3.5 percent, reported the WSJ. Big airports including Seattle-Tacoma International Airport and O’Hare International Airport in Chicago reported relatively normal wait times, according to the WSJ. But some travelers took to social media to complain about long wait times on Sunday, reported Forbes. “Alaska Air [w]hy is international check in with everyone who needs assistance? I’ve been in line for an hour at SeaTac for a check in that will take less than 5 minutes, with people taking 15+ minutes to be rebooked, etc. My favorite airline is really disappointing me right now,” one Twitter user wrote Sunday. More than 99 percent of Sunday’s 2.2 million air travelers made it through security in less than 30 minutes, according to TSA. LaGuardia Airport was the outlier with an average wait of 52 minutes, but TSA blamed that on a “mismanagement of resources” rather than a sickout, reported CBS News. The main concern is how a sickout could affect passengers’ safety. “The agency is well prepared to handle these different contingencies without letting it impact the actual security,” said Kip Hawley, a former TSA administrator, according to the WSJ. The shutdown is also contributing to staffers in air traffic control towers calling out of work, reported Forbes. The federal government employs more than 2 million people full-time excluding U.S. Postal Service employees, according to Governing.com. Roughly 80 percent of them work outside the Washington, D.C., region. More than 420,000 federal employees would be expected to work without pay, according to a press release from Vice Chairman Patrick Leahy’s Senate Appropriations Committee staff. Congress has a practice of issuing backpay for the federal employees who keep working during the shutdown. The partial government shutdown that started Dec. 22 is now one of the longest in U.S. history and could set a record if it lasts longer than 21 days. Meanwhile, Trump could choose to pursue his border wall via a national emergency declaration.     • CBO Suggests $1 Trillion Carbon Tax As France Reels From Anti-Carbon Tax Riots

      By Michael Bastasch - The Congressional Budget Office suggested a $1 trillion carbon tax to help plug the budget deficit. Their report comes as thousands rioted in France, and even in Belgium, over planned increases in fuel taxes. France wanted to raise fuel taxes to reduce oil consumption and fight global warming. It’s been just nine days since the French government abandoned plans to increase carbon tax on fuel and the Congress’ budgeting arm is suggesting a $1 trillion tax on carbon dioxide emissions to close the budget deficit. “This option would impose a tax of $25 per metric ton on most emissions of greenhouse gases in the United States,” reads a Congressional Budget Office (CBO) report released Thursday. “The tax would increase at an annual inflation-adjusted rate of 2 percent.” The CBO suggested a carbon tax as one of “121 options that would decrease federal spending or increase federal revenues over the next 10 years.” The CBO has published several reports looking at the budgetary impacts of a carbon tax. However, the CBO’s new carbon tax suggestion comes after French President Emmanuel Macron and lawmakers were forced to scrap plans to raise fuel taxes after weeks of violent protests. Those protests also spread to Brussels, where protesters clashed with police over fuel tax rises. Tens of thousands of protesters, called “yellow vests,” took to the streets in November, sparked by a planned rise in diesel and gasoline taxes. The tax increases were part of Macron’s plan to wean France off oil and fight global warming. Instead, the tax increases angered drivers who were already paying high fuel prices. A gallon of gas already costs about $7 in France, about half of which is made up of existing taxes. The yellow vests also vented frustrations about their dimming economic prospects. Protests are expected to continue in the coming days. Macron initially resisted backpedaling on fuel taxes, but officially threw in the towel in early December. Macron’s concession hurt his image as an environmental warrior at the United Nations conference currently occurring in coal-hungry Poland. Protesters did nearly $3 billion worth of damage to France’s economy, according to estimates, including in Paris where violence broke out on several occasions. Protesters vandalized public monuments, broke windows, overturned vehicles, lit fires and clash with police. Police arrested hundreds of protesters and at least protesters four died in the rioting. “Many estimates suggest that the effect of climate change on the nation’s economic output, and hence on federal tax revenues, will probably be small over the next 30 years and larger, but still modest, in the following few decades,” the CBO reported. “Uncertainty about the effects of climate change — and the potential for unlimited emissions to cause significant damage — grow substantially in the more distant future,” the CBO contended. The CBO estimated a carbon tax would raise more than $1 trillion between 2019 and 2028 and reduce greenhouse gas emissions 11 percent more than under current law. While some lawmakers have introduced carbon tax bills, Democrats have distanced themselves from such a policy in the wake of French riots. Democrats seem to be rallying around “Green New Deal” legislation supported by environmentalists and incoming New York Rep. Alexandria Ocasio-Cortez. Though top House Democrats oppose a key part of the still vague “Green New Deal” — the creation of a special committee to handle the legislation.
